278 Consulting's starting point is always to minimise the requirement for, and impact of, highway improvement works by applying over 25 years of experience of dealing with Statutory Authorities to seek to negotiate away their issues and concerns. This experience also enables 278 Consulting to identify in advance, potential problems resulting from issues such as visibility splays, land ownership restrictions, adoption criteria, utility service requirements etc, to seek to ensure that the agreed and designed scheme can be implemented efficiently and without future delays and unnecessary costs.
278 Consulting's ability to provide experienced, reliable, and affordable advice; and to undertake the management of all aspects of off-site and highway access works, enables Clients to plan their developments with confidence both in terms of programme and cost.

278 Consulting was founded by Simon Colbourn BEng, CEng, MICE, MCIHT with the aim of providing Clients with a quality service based around his proven skills in undertaking constructive dialogue with Highway Authorities and in identifying, at an early stage, issues which may delay and/or prevent development schemes at subsequent stages of their planning and design.
In addition to having a wealth of experience in the design, detailing and supervision of development highway works, Simon has undertaken the management of Transport Assessments and transport modelling work and is therefore ideally placed to manage all transport/highway aspects of development projects from initial feasibility through to inspection and certifying of works on site.
