Management
The planning and design of development access works requires close liaison with outside parties such as Planning Authorities, Highway Authorities, the Highways Agency, Solicitors, Utility Companies, Public Transport Companies, etc. 278 Consulting specialises in advising and guiding Clients with this aspect of their project by seeking to ensure that the linkages between various legal adoption agreements are understood and accounted for, and sufficient time-scales factored into project programmes from the outset. Having established agreed requirements at the outset of the development project cycle, 278 Consulting can then provide continuity through the planning, design, approval and construction stages ensuring reduced lines of co-ordination and communication.
- Provision of initial advice to developers, contractors, architects and land owners on the implications of highway access works, seeking to ensure that the anticipated works are sufficient and feasible and with suitable allowances for subsequent negotiations and discussions factored into project programmes.
- Undertaking discussions with relevant 3rd parties, and co-ordination of their requirements for input to Clients and their project teams.
- Management of the preparation of highway access related information and documentation to demonstrate highway and transport impacts in support of planning applications.
- Management of the design, approval and implementation stages of development access works.
Planning
Where access and/or highway improvement works are required, 278 Consulting ensures that design, construction, health & safety and buildability issues are considered at the first stages of planning such that the subsequent approval and implementation processes are as efficient and cost effective as possible.
- Initial site inspection and assessment work to review and advise on the feasibility of new and improved highway accesses.
- Preparation of layout proposals for development access works and provision of guidance to design teams on the requirements of internal vehicle circulation etc.
- Provision of advice to design teams on the potential impacts of their proposals and the means for reducing these.
- Initial discussions with Highway Authorities to seek details of the views and to identify at an early stage, issues which need to be mitigated and resolved.
Design
Efficient and cost effective designs benefit Clients by saving time, money, and land. 278 Consulting therefore draws on the benefit of 25 years of experience when designing highway access works with technical approval submissions being prepared on a 'right-first-time' approach.
- Detailed layout design using 3D modelling software and preparation of setting-out data.
- Detailed constructional design and preparation of construction drawings.
- Submission of, and negotiation on, highway technical approval submissions.
- Provision of design support to Contractors during the construction stage.
Administration
The preparation of concise and accurate contract documents is vitally important for all projects. However, once works start on-site, 278 Consulting's approach is to manage and administer the Contract impartially and professionally such that the contents of the contract itself should not need to be referred to by any party.
- Preparation of tender documents and management of tender process.
- Administration of highway construction contracts and supervision of works on-site.
- Liaison with Highway Authorities to seek final 'sign off' and adoption of the Works.
